On June 1, 2010, the Emergency Management Committee (EMC) entered a new era with the formal initiation of the Go Teams.
The Go Team concept and mission are to create teams of highly skilled and equipped chief officers who will work with peers, allied agencies and elected officials at any level of government to help in the organizational response and recovery after significant emergencies and catastrophic events.
This concept was first introduced within the Mutual Aid System Task Force and was assigned to the Advance Team subcommittee in 2006. Over the next couple of years, the group developed a proposal for the EMC that included recommendations on position qualifications, equipment requirements and funding needs.
The proposal was approved by the committee and subsequently by the IAFC board of directors. The program was ultimately submitted to the National Integration Center as part of the Cooperative Agreement and was approved for the 2010-11 agreement period.
During the winter of 2009, the application period was held and selections were made and approved by the EMC at the March meeting. Two-person Go Teams have been formed in each of the 10 national FEMA regions:
- Region I: Mike O’Neil, Burlington, Vt.; Paul Buckley, Needham, Mass.
- Region II: Robert Warren, Cranston, R.I.; Robert Edwards, Allentown, Pa.
- Region III: Scott Liebold, Newport News, Va.; Greg Bunch, Fairfax, Va.
- Region IV: Dennis Wolf, Germantown, Tenn.; Frank Brocato, Hoover, Ala.
- Region V: Bruce Harrison, DeKalb, Ill.; Terry Lipinski, Bridgeview, Ill.
- Region VI: Earl Valois, New Orleans, La.; Marty Delaune, New Iberia, La.
- Region VII: Mike Marlo, West Overland, Mo.; Randy Sanders, O’Fallon, Mo.
- Region VIII: Dan Qualman, Denver, Colo.; Don Taylor, Salida, Colo.
- Region IX: Brian Sturdivant, Scottsdale, Ariz.; Jon Torchia, San Diego County, Calif.
- Region X: Kirk Hale, Tualatin Valley, Ore.; Mike Chapman, Haley, Idaho
During the week of May 24, the team held their inaugural training session in Fairfax, Va. Over the course of the week, they reviewed the requirements and tasks within the National Response Framework and the National Incident Management System. Instruction was also provided on the federal Incident Management Teams, the Public Information Officer responsibilities and the U.S. National Grid mapping system.
