Fire and EMS Multi-Agency Mutual Aid, Preparedness, and Operations Guide

As disasters increase in frequency, scale, and complexity, collaboration among agencies and organizations has become a cornerstone to the efficient and effective delivery of public safety services. 

To address the complexities around mutual aid, stakeholders approached the development of this guide through a data collection process, subject matter expert review, and alignment with model best practices in the public safety community. This guide is a result of a robust data collection and analysis process, including a nationwide study on the use of mutual aid, open-source collection of mutual aid documents, and a working group made up of subject matter experts from fire, EMS, emergency management, and other public safety disciplines.
