Jeffrey D. Johnson, EFO, CFO, MIFireE Fire Chief, Tualatin Valley Fire & Rescue
Chief Jeff Johnson, EFO, CFO, MIFireE, is fire chief and administrator of Tualatin Valley Fire & Rescue (TVF&R). Chief Johnson joined TVF&R in 1989 following an 11-year fire service career in Douglas County, Ore. Chief Johnson served as a TVF&R division chief and assistant chief before becoming fire chief in 1995.
Serving a resident population of 431,000 in nine cities and portions of three counties, TVF&R is a combination fire district with approximately 500 members, providing fire, EMS and specialty rescue response along with prevention services. While under Chief Johnson’s leadership, TVF&R has twice received the IAFC Fire Service Award for Excellence. TVF&R is accredited by the Center for Public Safety Excellence Commission on Fire Accreditation International.
Chief Johnson is a proponent of applying excellence and innovation in the provision of leadership and services—topics he has addressed as an author of two fire service books and a featured guest lecturer across the nation. Additionally, he advocates for cooperative initiatives, such as resource sharing to achieve efficiencies that demonstrate smart government principles and value for the citizens’ investment.
Chief Johnson is a member of the IAFC’s EMS, Fire & Life Safety and Volunteer & Combination Officers Sections and the Metropolitan Fire Chiefs Association. He is on the board of advisors for FireRescue magazine.
In addition, Chief Johnson is a representative of the SAFECOM Emergency Response Council and serves as an affiliate to the International Association of Arson Investigators and the National Fire Protection Association. He is a member of the Institute of Fire Engineers, the National Society of Executive Fire Officers and the International Fire Service Training Association.
In his home state, Chief Johnson chairs the Oregon State Interoperability Executive Council and is a council member of the Oregon Homeland Security Council. Chief Johnson is a past president of the Western Division of the IAFC. He also served as past president of the Oregon Fire Chiefs Association (OFCA) and past chair of the Governor's Fire Service Policy Council.
Chief Johnson holds a bachelor of science degree in business and an associate’s degrees in fire science and criminal justice administration. He is a graduate of the National Fire Academy's Executive Fire Officer program and has achieved the Center for Public Safety Excellence Chief Fire Officer designation.
