Training for Regional Collaboration (TReC)

Past national emergencies have shown that collaboration is an essential part of providing efficient, effective delivery of public safety at all response levels. With this in mind, the IAFC was awarded a 3 year, competitive training grant by DHS/FEMA’s National Training and Education Division to develop and deliver regional collaboration training in all 10 FEMA regions.

TReC is a multi-disciplinary, stakeholder-driven approach to provide training and resources that will enhance local, regional and national collaboration and capabilities for preventing, responding to and recovering from a catastrophic all-hazards incident. The training will be delivered via instructor-led training sessions in each FEMA region, supported by the secure, web-based TReC Resource Center.

Participants will use an effective multi-disciplinary, regionally-based collaboration tool, based on the IAFC’s Terrorism Response: A Checklist and Guide for Fire Chiefs, to define their organization’s baseline of preparedness and identify recognizable gaps. Using this information, instructor-led training in each FEMA region will focus on improving local and regional collaboration.

Topics will include:

  • Understanding different response cultures
  • Understanding the national preparedness goals from a local basis
  • How to use the TReC Resource Center

Participants will have access to:

  • The TReC Resource Center
  • Housing discussion forums
  • TReC registration information
  • Resources such as best practices and sample response agreements to continue their collaboration efforts

Participants will leave the training session with the tools and an understanding of how to implement successful collaborative practices with essential partners in their local and regional response areas.

Training is currently in the development stage and is expected to begin in early Spring 2011.

  • IAFC Terrorism and Homeland Security Committee 
  • Debonair Inc., Homeland Security Associates Inc., and the Frazier Group, Inc.

L-TRAC

The TReC Program was formally known as the Local Training for Regional Assessment and Collaboration (L-TRAC). The program name has been changed in order to focus on the program’s goal to improve regional collaboration through training.
