CEO and Executive Director Donna Black Donna brings more than 29 years of fire service leadership, beginning her career in 1997 as a volunteer firefighter and advancing through both volunteer and career roles. Since 2006, she has served as Fire Chief for the Town of Duck, North Carolina.

In 2023, she served as IAFC President and Board Chair, becoming only the second woman elected to that role in the association’s 153-year history and now the first female CEO. Over the past year, she has also served as Acting U.S. Fire Administrator. Her combined department, association, and federal-level experience uniquely positions her to lead the organization in support of its members and mission.

Her credentials include degrees from Ithaca College (B.S.) and the University of Georgia (M.A.), the National Fire Academy’s Executive Fire Officer Program, the Chief Fire Officer designation, and a certificate in Community Preparedness and Disaster Management from UNC Chapel Hill.

As CEO, Donna will support IAFC’s mission, increase engagement, and collaborate with staff, sections, committees, and partners.
