IAFC VCOS Unveils Updated Strategic Direction to Strengthen Leadership, Training, and Outreach

The International Association of Fire Chiefs’ Volunteer & Combination Officers Section (IAFC VCOS) is proud to announce the adoption of its updated Strategic Direction, reflecting our commitment to advancing leadership, education, and support for volunteer and combination fire departments nationwide.

This initiative was developed through a comprehensive process that engaged stakeholders and analyzed emerging challenges in the fire service. The VCOS Board of Directors led the effort to refine our priorities, ensuring alignment with the evolving needs of our members and the communities they serve.

Key initiatives under the updated Strategic Direction include:

  • Enhanced Education & Training – Expanding access to leadership development programs and operational best practices tailored to volunteer and combination departments while continuing to provide the essential training and continuing education that leaders need to ensure safety, enhance performance, and advance their organizations.
  • Reinforced Leadership – VCOS will focus on expanding subject matter expertise, implementing a comprehensive marketing plan, strengthening collaboration with our partners and sponsors, growing membership through a dedicated committee, and advocating for FirstNet support to enhance communication and safety within the fire service.
  • Advocacy through Legislation – VCOS will focus on strengthening collaboration through regular engagement and exploring the development of a national framework for combined fire services. This framework guides and supports departments as they integrate, ensuring seamless operations, strong leadership, and alignment with legislative requirements.
“The updated Strategic Direction reflects our unwavering commitment to equipping fire service leaders with the knowledge, resources, and support they need to succeed,” said Rich Cowger, Chairman of VCOS. “By listening to our members and adapting to their needs, we ensure the sustainability and effectiveness of volunteer and combination departments for years to come.”

VCOS remains dedicated to fostering collaboration, innovation, and excellence within the fire service community. We invite all members to explore the updated strategic priorities and engage in upcoming initiatives that will shape the future of our profession.
