Chief Stephen Pegram of Goshen Township (OH) Fire & EMS, on the left, and Senior Group Captain Leonard William Carter, EFO of New South Wales (Australia) Rural Fire Service, on the right, were the 2013 winners of the two $1500 VCOS FRI scholarships.
Chief Pegram and Captain Carter were selected by a panel of judges led by VCOS board member Chief Michael Vaughn, center, who reviewed all 22 applications seeking the two best explanations of how attendance at Fire-Rescue International would benefit the applicant's department.
